These places are good for things like wigs or masks and pre-packaged costumes. But you'll probably want a more individual touch. W Chicago Avenue (b/t Damen and Ashland) is home to a wonderful collection of junk shops stocked with all kinds of goodies for that little extra flair.

Of course, don't neglect the bounty of thrift stores and resale shops, and the Goodwill and Brown Elephant. TJMaxx, Filene's Basement, Marshall's, etc. are all good spots to find cheap clothes, shoes, and accessories.
